City Manager Elton Daniels presented the City of Rocky Mount’s recommended budget for the fiscal year 2026-27 to the Mayor and City Council on May 11. The proposed total budget is $269,680,496, which represents a decrease of about $16 million compared to the amended budget for fiscal year 2025-26.

The annual budget sets funding levels and operational priorities for city programs and services from July 1, 2026 through June 30, 2027. The proposal aims to maintain essential public services while investing in infrastructure and addressing both operational and capital needs.

Key elements of the proposed budget include a property tax rate increase to $0.69 per $100 of assessed valuation—up by seven cents—and an increase in the annual vehicle fee from $25 to $30. The additional revenue from these changes is intended specifically for street resurfacing and transportation infrastructure improvements. Other highlights are adding an Assistant Director of Finance position, reducing internal cost allocations by more than $2 million, upgrading financial management software, making major improvements to electric delivery stations, replacing gas meters, and updating critical equipment for police and fire departments.

“The recommended budget reflects a balanced approach focused on maintaining essential services, addressing critical infrastructure needs, and continuing the City’s efforts toward long-term financial sustainability,” said City Manager Elton Daniels. “While difficult decisions remain necessary, this budget prioritizes responsible stewardship of public resources and investments that support the community’s future.”

Daniels also said: “The Mayor and City Council will now begin their review of the recommended budget and may make any adjustments or modifications they deem appropriate prior to adoption. The budget process is designed to ensure thoughtful consideration of community needs, operational priorities, and the City’s long-term financial health.”

A public hearing where citizens can provide input on the proposed budget will be held during the regular City Council meeting on June 8 at 6:00 p.m. Community members are encouraged to review supporting documents through official city communication channels.
