The SEATBELT Act mandates that some drivers with severe speeding convictions use vehicles outfitted with certified Intelligent Speed Assistance systems for 1 year after regaining their licenses, addresses data privacy for those systems, and designates tampering as a Class 1 misdemeanor. It makes ignition interlock requirements stricter by reducing the blood alcohol threshold to 0.08 in specific contexts and further limits driving privileges for some unless an interlock is installed. The measure expands the use of school zone camera enforcement to additional traffic laws and defines related evidence and calibration procedures. There is a $9 million appropriation as a one-time allocation for recording district court proceedings during the 2026-27 fiscal year. Main provisions become effective between July 1, 2026, and Dec. 1, 2027.

There is a multi-stage process to pass laws in North Carolina. Lawmakers file bills that are assigned for committee study and must pass three readings in both chambers. If the bill is amended in one chamber after passage in the other, both must reconcile the differences. A bill agreed upon by both bodies moves to the governor, who then has 10 days (or 30 if not in session) to approve, veto, or leave unsigned for enactment.
