This measure enacts comprehensive changes to laws covering juveniles, child welfare, and related areas in North Carolina. It broadens access to confidential juvenile and custody files, and requires custody records to be sealed if abuse, health, or substance use concerns arise, effective Oct. 1, 2026. The bill also refines the processes for permanency planning, family reunification, sibling placements, guardianship, and post-adoption communication, and establishes clearer standards and consequences for terminating parental rights. Updates to the responsible individuals list jurisdiction, more stringent nonsecure custody placement standards, required reviews by directors after multiple screened-out reports, and permitting third-party background check vendors temporarily are also included. Starting July 1, 2026, it allocates funding for a secure digital notification platform for abuse, neglect, and termination proceedings, and integrates the Eastern Band of Cherokee Indians into designated child advocacy center frameworks.

In North Carolina, legislation must complete a multi-step approval process before becoming law. After a legislator files a bill, it goes to a committee for consideration. Each chamber must read the bill three times. If amendments are made by one chamber after passage in the other, both must reconcile and approve the final language. When the same version passes both chambers, the measure moves to the governor, who has 10 days (or up to 30 if the legislature is not in session) to sign, veto, or allow it to become law without a signature.
