The bill, filed as HB 364 on March 11 during the 2025 regular session, was formally listed with the short title: ‘STIP Grant Anticipation Notes.’

In essence, the bill authorizes local governments to borrow money through grant anticipation notes to expedite local transportation projects identified under the State Transportation Improvement Program (STIP) for funding. These notes allow funding to be anticipated from state or federal sources, with maturity not exceeding 12 months after the first day of the calendar year following the project’s scheduled completion. The bill mandates an expedited project agreement with the Department of Transportation which must include project identification, cost, a comprehensive project plan, expected funding sources, and contingency measures for unforeseen events. The Department of Transportation is responsible for ensuring modifications to the STIP do not delay repayment of these notes, and the Department, along with the Treasurer, will establish necessary procedures and rules. This act becomes effective immediately upon becoming law.
