A new bill filed by State Rep. Allen Chesser in the North Carolina House seeks to establish a statewide pilot program providing advanced brain treatment to veterans, first responders and their families, according to the North Carolina State House.
The bill, filed as HB 572 on March 27 during the 2025 regular session, was formally listed with the short title: ‘Veterans/eTMS Pilot Program.’

In essence, this bill authorizes the North Carolina Department of Military and Veterans Affairs to select a provider to establish a statewide pilot program offering electroencephalogram combined transcranial magnetic stimulation (eTMS) treatment. The program targets veterans, first responders, and their immediate families experiencing conditions such as substance use disorders, mental illness, sleep disorders, traumatic brain injuries, sexual trauma, PTSD, concussions, and other related brain trauma or quality-of-life issues. The selected provider must have a history of serving these populations and should develop a statewide network for both in-person and off-site treatment. The program will include a peer-to-peer support network, neurophysiological monitoring, and counseling access. Protocols must be established using EEGs and biometrics, with results and outcomes reported by Sept. 15, 2026. The Department may adopt rules to implement this program upon the bill’s enactment.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review.
