In essence, this bill mandates the installation of automatic external defibrillators (AEDs) in all public school units in North Carolina, requiring the State Board of Education to establish rules for their installation, use, and maintenance. Each school must have at least one AED in its athletic facility or area. It also requires the implementation of training courses for school personnel on AED use, including CPR and first aid, and mandates the coordination with licensed professionals and local emergency medical systems. Local boards of education, charter schools, regional schools, and public secondary schools under the Board of Governors’ jurisdiction must develop policies adhering to these rules. The bill allocates $4.1 million from the General Fund for the 2025-26 fiscal year to purchase and install AEDs and provide training. It becomes effective July 1, 2025, for the 2025-26 school year.
