A new bill filed by State Rep. Dante Pittman seeks to improve regulation and oversight of registered residential facilities in North Carolina, according to the North Carolina State House.

The bill, filed as HB 813 on April 7 during the 2025 regular session, was formally listed with the short title: ‘Enhanced Reg. of Registered Res. Facilities.’

In essence, this bill aims to enhance the regulation of registered residential facilities by redefining terminology and updating registration requirements, effective Jan. 1, 2026. It replaces the term “multiunit assisted housing with services” with “registered residential facility” and makes distinctions to emphasize these facilities are not equivalent to licensed adult care homes. It updates registration requirements and expands the list of individuals who cannot be cared for in these facilities. It grants the Department of Health and Human Services the authority to seek legal action against unregistered facilities and directs the Medical Care Commission to establish rules for facility standards. Additionally, it appropriates funds for the Division of Health Service Regulation to support compliance staff, effective July 1, 2025, and includes provisions for employee background checks, resident screening, and reporting abuse.
